India Ranked 4th In Internet Users (81 million ?)

The number of people with Internet access has been growing rapidly. At the end of 1997, only 1.7% of the world’s population –70 million people– had access to the Internet. Asia has the highest number of internet users, with an estimated 568.7 million people, followed by the Americas, with 377.9 million. Europe is third with 335.9 million. Africa and Oceania close the rank with 51.8 million and 14 million users respectively.
So says the report from the Internet Governance Forum, which ranks India fourth among the top ten nations in the world with 81 million internet users. United States leads the chart with 220 million Internet users followed by China (210 million) and Japan (88.1 million).
Of note: India does not figure among  the top 10 broadband connected countries in the world.
I wonder how the ITU estimates the online population in India at 81 million.
