Community Informatics (CI) is the study and the practice of enabling communities with Information and Communications Technologies (ICTs), and the Journal of Community Informatics provides an opportunity for Community Informatics researchers and others to share their work. Most of the research papers are available for free access, either in HTML, or as PDF downloads.
